Microsoft Word (any Windows or Mac version except Word 2008 on the Mac).
OpenOffice.org Writer (Windows and Linux)
NeoOffice Writer (Mac OS X)
Because
They are free.
ICE works better with them than with Word.
They are more like Microsoft Word than the new Word 2007, which has a confusing new interface.
But you can use Word if you want to.
